I always thought he was making a real phonecall and their was a guy hired by the movie-game to play a Jessica Rabbit soundboard.

I think I saw some other fictional characters get phone calls on Nickelodeon or Cheat with Kirsten Holt or Xplay and I assumed they were real conversations with soundboards, and the animated mouth was somehow transmitted through the phonelines or something by the company.
