You got Jack who is the rogue and would sweep Elizabeth off her feet but get bored quick and dump her off at Tortuga. And then you got Norrington who would give her a good life, but his love is his duty and his empire and as much as he says he loves Elizabeth, she's ultimately a breeding cow for his sons to ultimately join him in the navy. The kind of writing to make something like that play out over the course of three movies to come to the conclusion that it did that satisfies everyone in someway with the audience included is something that Disney will never possess that capacity to execute ever again.
