Well, not really, Bob didn't return to heroism until he found out the villain was hunting down heroes and may go after his family.

For a big chunk of the movie Bob is only working as a "hero" for fun and to hide the fact that he had been fired.

Bob is supposed to be a selfish fascist, he's essentially the main vaillain of the movie.

It's pretty interesting how Pixar never allowed Brad Bird to conceive another movie for them again. They asked him to take over the reigns of Ratatouille after the original director found himself struggling with it, but nothing else. Who knows, maybe Pixar is aware that Bird created something that just doesn't fit with the studio's identity.
