Green Lanterns and the Thanagarians are a big part of the cosmic side of DC comics, I think he announced Mister Miracle as cartoon and I suppose he'll introduce the Martians in the Lanterns tv show to have them all ready for the crossover, as for The Terrifics, they are basically a bunch of weirdos like the GotG so i suppose Gunn wants them as movie or tv show too.

She's a leftover from a previous script, they first wanted to do Superman vs The Elite, that idea was changed for Superman vs The Authority, the Engineer belongs to that team. Since Gunn knows nothing about comics and don't care about who those characters are she just became Lex's henchwoman. Which already exists, she's called Mercy Graves, but then again Gunn don't know the source material

See, Superman vs The Elite is an interesting story, it pits Supes against this new, edgy team called The Elite that is pretty much the Justice Gang, they kill villains and gain the trust of the public pretty quickly, while Superman is seen as old fashioned and too innocent to deal with modern threats. This comic was written as a response to new edgy teams and it's basically a parody of The Authority that, at the time, was published by WildStorm. WS was owned by DC but at the same time it's own universe, after a few years it was closed and it's characters absorbed into the main DC universe so the first change makes some sense, except that nowadays The Authority is more heroic and less edgy.

If you want to know more there is an animated adaptation of Superman vs The Elite from 2012.

But then why keep The Engineer in Superman? Well, if you look at picrel Gunn announced an Authority movie in his new DCU, so this connects one thing to another. Except that this movie has already been scrapped. Poor Gunn won't make another movie about a team of unknown, edgy, super violent characters like GotG, Suicide Squad, Creature Commandos and so on and on.

I never cared about that story but it is an interesting choice for a new DCU, specially after MoS. They could use The Elite as stand-ins for the MCU, The Boys, the Snyderverse, etc. Show how Superman is bigger than everyone, a true icon that survived for decades on the same principles because they are universal and true.

But for that you need a real director and a very good writer and Gunn is neither, he is the exact type that reads/writes shit like The Elite.
