What are the most beloved/popular anime in Japan? I’m not an expert at all, but from what I understand a lot of the big hits in the West like Bebop and Evangelion aren’t that popular in Japan.

More creative freedom in direct to video, compared to broadcast tv at the time (why there was so much R rated stuff).
Also a lot of ovas were testing ground to see if there was interest in a series.
The economy was doing well and everyone was investing in animation over there.
Many animators/companies could could get their work out easily and show off their skills.
