Arthur, being the pathetic loser he was, didn't actually go there to kill Murray despite that being the obvious intention of taking up the invite to go and be a laughingstock on TV. He actually planned to kill himself and only turned the gun on Murray at the last second. I think what really did Murray in was saying

Duck. Literally don't just sit there and get shot. He had an entire 1.5 seconds to react in an already tense situation when he's on edge, so no excuse of being slow or overconfident.
