Yes, but the nature and extent of the process required varies based on the person's legal status and the type of proceedings.
Changing the parameters for how someone can maintain work visa status is not necessarily a deprivation of due process. A person can lose legal immigration status if they don't comply with standards set by Congress. It's always been this way.
