He's not trying to make humanity that evil and regressed otherwise there would be no redemption for humanity at that point. The first movie shows humanity is just trying to survive now after what it has done to Earth and Pandora is their only hope for survival as a species but they're bringing their old ways with them and will eventually have to abandon it if they wanna keep existing or else face the same outcome as Earth. They probably do have other worlds but Pandora is unique because of the resources it has. Those whales for example have an enzyme that basically stops you from aging that isn't found anywhere else.
