I would argue it's actually worse than every GOT season. Yes, even 7 and 8. At least 7 and 8 had cool action and felt like an ensemble show and characters were still somewhat recognizable. S2 of HOTD is immensely boring, it suffers immensely from focusing on three characters instead of being an ensamble show, and it petulantly reverses a lot of characterization on purpose to insert weird gender essentialist 3rd wave feminism agendas into the story.

Nearly everyone is kinda awful in the books, the tale is supposed to be about Targaryen decadence and retardation reaches critical mass. Rhaenyra in the book is 'Maegor with teats.' She's initially an attractive charismatic young woman but petulant and resentful of having to follow social conventions, later in life she's a pudgy slightly crazy woman who's very quick to anger and becomes more cruel & detached as things get worse for her. Rhaenyra in the show is a significantly whitewashed version of her.

It's just bad writing. The idea of the dance having "good guys" is stupid in itself, as the whole point of the story was decadence and god complex destroying the Targ dynasty. But if we do go by that route, having the bad guys all be incompetents who are more of a threat to each other than the protagonist, while regularly going through sexual humiliation for some reason, is stupid. The good guys have nothing to fear, there are no stakes, and any loss they somehow manage to suffer is comedic and paints them in a bad light. Compare how the Greens are treated with how the Lannisters were. It's night and day. For all of their dysfunction and degeneracy, they were a threat, and they were also allowed to be fleshed out characters.
