I always assumed it's the same reason Odo can't properly mimic humanoid features -- he's just not a very good changeling and the others are likely centuries or even thousands of years old, like the one who is more or less the "leader", so maybe they develop an ability to use the Link as they see fit.

Odo says several times that he can't do faces. It's mentioned in S1 and then several times afterwards, like when the actual Founders show up. He can do a "Cardassian neck trick" but that's probably just giving himself neck ridges.

He has never perfectly imitated a humanoid or posed successfully as one in his life, and never does so in the show, or even say that he can.

Kira rightfulyl says Bajor just recovered from a 5-decade occupation and is trying to rebuild and don't need the burden.
Episode concludes with Bajor requesting the Gamma niggas request, and painting Kira as the bad guy.

I may be too much of a rightoid for a lot of Trek in general but you have to be an insane communist to side against Kira and Bajor in that episode. I hate that the show tries to make you side with the entitled cunts.
