But what's interesting is if you view it just right, you can see that the Starfleet the way they interact with less developed civilizations, it's hard to write this without it sounding totally rambly but I'll try. Basically the implication is that there's a Federation out there that's been interacting with us as we slowly develop, possibly over tens of thousands of years. Odo says several times that he can't do faces. It's mentioned in S1 and then several times afterwards, like when the actual Founders show up. He can do a "Cardassian neck trick" but that's probably just giving himself neck ridges.

Episode concludes with Bajor requesting the Gamma niggas request, and painting Kira as the bad guy.
