Change was just barely starting turning shows into ongoing drama. Only soap operas did that for decades, most shows did not. Character arc? Say what?

Someone figured out that, when done well at least, it was popular and added to the show. Same thing for movies, the best have a resolution to the main conflict, as well as some arc development of a character.

I don't know the entire protocol but I would think no. They probably treated him like anyone else because establishing that you're sufficiently sentient and deserving of human rights isn't really a checkbox in the Starfleet assessment and application process. It's taken for granted by virtue of the fact that you're applying for Starfleet.

But the main difference in Locarno and Paris' characters isn't even the lack of remorse in my opinion, it's that Locarno had that ineffable quality of leadership, like the Kirk gigachad gene or something, that just makes guys want to follow them through pure charisma and force of personality.
He even made goody-two-shoes Wesley Crusher lie for him which is an incredible feat.

A guy like Locarno can't be on a ship like Voyager without ending up as the XO at least, he's too charismatic. That would be the proper way to write him anyway.

Locarno easily could’ve become what Tom Paris is in voyager after being expelled from the academy and becoming a jaded maquis. Loss of ambition. V'ger did not consider carbon based lifeforms to be true. The Borg are half-organic, half-machine.
V'ger was said to have crash landed on a planet populated entirely by machines. Again the Borg aren't completely mechanical and they had a humanoid ancestor.

People say there's nothing left to explore in the base Trek galaxy but that's not true.

We've seen almost nothing of the Gamma Quadrant. We've seen the Dominion but almost none of the worlds they conquered. They could easily do a Dominion civil war story, or that the aftermath of the war with the Alpha Quadrant severely diminished their power.
A show focused on exploring the Gamma Quadrant would also be a great chance to use beloved DS9 characters for cameos. Seems like a lot good be done there.

Janeway comes last. Years of living on basically coffee alone have ruined her appetite.
Archer comes fourth. He cracks under the pressure of an eating contest like he cracks under any challenge.
Picard comes third. The man has no experience in either eating fast or eating large, and he's kinda grossed out by it.

Kirk and Sisko both have experience eating real food and real meat, and both enjoy the experience of eating.
What I'd say that gives Kirk the edge, is that he knew hunger as a child.

With the Borg ignoring anyone they consider not developed or interesting enough, there could be thousands of species and hundreds of empires existing inside of Borg space, chugging along at sub-warp speeds.
