So I just got through Obriens Orion Syndicate episode. Even before they intro Section 31, they portray Starfleet Intelligence as being no better than the other intelligence agencies. Instead it's flat and boxy, safe looking, with this weird configuration of the pylons going directly into the saucer, and the engineering section sitting in that weird spot between the nacelles.
It's a great design for a utility vessel instead of a front line exploration vessel.
And it's a great ship for a crew that aren't Starfleet's elite.

So they made Garak and Bashir gay but handwaved it away by saying that they're multiversal variants, because they were too cowardly to actually commit to the idea.

Given Star Fleet did recover from the attack, as did the Romulans, even with that short era where they were in a civil war before reunifying. The whole Borg and Changling issue and Enterprise-G are the more annoying things to deal with. Or the fact that Lower Deck ended by leaving a door open for a DS9 series, only instead of a wormhole, it's a portal to different dimensions, which is a good way to streamline the various canons. But it'll greatly depend on the skill of the writers since as you said, it's super easy to fuck it up if you have have everyone on the same page or try to do it by committee, I.E. what happened with the Disney star wars trilogy.

Disney-era Star Wars somehow gave us Andor despite itself, and S2 of that had to get in a canon fist-fight with Rebels to figure out a way to give Mon Mothma a speech about the Empire that wasn't written to go in the background of a mid-budget CG cartoon aimed at 12 year olds. With enough effort you can get a lot done even with that stuff working against you.
