Nah, Geordi was likable. The problem is they really didn't know what to do with him. He was a nerdy guy who wanted a GF and so they had a few episodes about that. He was Data's friend, but that just made him second banana to Data. Really, he was just a likable guy playing the chief engineer who delivered technobabble well. He was well received by fans because he was a pretty realistic guy. He didn't feel uptight like Picard, or an android like Data, or some kind of machismo guy like Riker. He felt more normal.
However, he is not deep at all and I really can't even remember most of the episodes focused around him other than random scenes of him trying to go on a date with a girl and being a sperg about it.
