There's an economic reason for that.

Smearing outside shit on the wall-to-wall carpet or clogging a toilet or eating fast food to the point of vomiting creates job. There's a small army of immigrants and other similar types that are paid to clean that up.
An american doesn't clean their house or tend their garden or fix their house, they pay an underclass to do it for them. So making a mess is not something they personally need to worry about.
You might think "he's exaggerating for comedic purposes" but in a country as large as the US this all adds up to trillions in payments for the cleaning and fixing services. All of it adds up, the more of a mess you make the more you're contributing to the economy.

Depends on what your house/apartment is like.

If people are hanging out in an area that is clearly designated for "guests" then it's fine. Let's say you have friends over for dinner, you're not going to be telling them to take their shoes off, that's weird.
But a lot of the times (especially these days) younger people live in smaller apartments where there's no "guest area". Like the entrance door literally opens up to their living room/main room and the couch is feet away from the door.
