I didn't mind Rose that much, she was just in a really bad movie. Holdo on the other hand, she's one of the most despicable characters I've seen on screen. She's petty, unlikable and an extremely bad commander. Efficient commanders don't wonder around the ship belittling everyone out of spite while withholding information. And she does this in a dangerous situation where good morale is crucial.
