This scene and Kirk falling on the ground when he hears that David is dead and saying "You Klington bastard you killed my son" is Shatner at his finest. Anyone who says he can't act is a fucking retard.

I'm glad Nick Meyer cut it. Kirk showing remorse for saying that line would have been a mistake. His remorse (or at the very least acceptance that he was wrong) comes at the very end.

What do you mean? That was the finale. They haven't made any trek movies since. Sure, there were rumors they were going to make a next film series, but the producers thought better of it and let the series end gracefully. Now we all look back nostalgically at a cultural phenomenon that knew when to walk away.

End holodeck sequence.

No, it mattered because he did "since you are going to die anyway I will tell you" thing. He clearly wanted to kill real Kirk 2nd.
Also when deciding who to kill they were both saying "He's the one shoot him!", but I don't know "He's the one" is supposed to mean

You got it wrong. The Prime Directive is to never interfere with the development of pre-warp civilizations. It is well with Federation guidelines to offer help (or to grant help if asked) if someone needs it.

not interfering with the development of primitive civilizations is the main application of the prime directive but they've definitely cited it in reference to spacefaring civilizations before, like the episode where one planet is devoted to manufacturing space meth that they've hooked another entire planet on and tricked them in to thinking it's a cure for a disease.
