You got it wrong. The Prime Directive is to never interfere with the development of pre-warp civilizations. It is well with Federation guidelines to offer help (or to grant help if asked) if someone needs it.

Star Trek VI is only good for the Vulcan mind rape scene. The rest is on par with Star Trek V.

Star Trek V is hyper kino up until the point where they just join Sybok on the bridge and settle down. Nimbus III is the best world building they had in decades.

In Shatner's Star Trek Movie Memories, great book FYI, he says that there was a moment cut right after where he gave a look of regret for saying it and was annoyed because without it Kirk just comes off as hateful and narrow minded.
