The entire point of the scheme was to make the other families think the Corleones were weak so they wouldn't be on their guard. They go into more detail in the book (with Michael secretly amassing men beyond those Tessio and Clemenza had because he suspected one of them was a traitor and could betray the whole operation) but they nevertheless still spell it out in the movie, but zoomers only watch cut clips anyway.
