What I find strange is that Clark could've kinda ran towards him while pretending to struggle against the wind and then do the same routine walking away from the car, again pretending that the wind is strong but they managed to luck out. They would be in the news for a day for "lucky family survives tornado" and that would've been that. Instead Pa Kent stands there like a total retard for 20 minutes as the tornado slowly approaches and Clark cries about it 50 feet away just because some yokels might think he's an alien (why would they even think that??)
