Sadam was trying to take over canada in the earlier seasons so the joke is basically "Trump is trying to annex canada because he's Sadam Hussein in disguise"
Not really clever or funny and South Park sucks, but it's not just "orange man bad" slop, having Sadam be Trump is about as clever as Garrison being Trump (not at all)
