If Saruman could make his voice be heard anywhere, like he did when he created the mountain storm, then why did Gandalf ride around on a horse like a fucking idiot rather than just conveying messages to people through the invisible speakers in the sky?

Even by modern military and intelligence standards it's always assumed that your adversaries have access to your communications, which is why codes have been used by armies for several thousand years. Even the Spartans used it in their communications.

Gandalf should have just left some scrolls in Rohan and Gondor for them to decode whatever codes he sent over the sky speaker

This becomes extra funny when you find out that when Tolkien served in WWI, he did so as a signals officer, with expertise in battlefield communications. Yet he didn't think of Gandalf using the sky speakers to send coded ommunications to his allies instead of zigzaging around like a fucking doordash driver

Where does LOTR ever say this? Isengard was close to the Pass of Caradhras, that's why he could project his voice that far.

Unironically, the wizards have limited mana and long cool down for spells. It's why Gandalf could only use his shield spell then lightning sword against the Balrog. Same as Saruman's telekinesis and voice projection.

And far how is Isengard from the Shire, Mirkwood, Emyn Muil, or Mordor? The point is that there's no reason to think that Saruman can be heard anywhere in Middle Earth.

It's an invention of the film. The mountain is just impassable because of the weather in the book, with some implications that the mountain itself is fighting against them (although it's not explicit and could be read as metaphor). Saruman has nothing to do with it.

The mountain is an angry spirit in the book and it doesn't like people on it. And in the movie, Saruman is just calling to wake it up and piss it off.
