I think it's twofold
Blacks are seen as the most 'disadvantaged' of all minorities so get artificially elevated the most.
But also for better or worse blacks in the west have the most cultural integration with whites - mainly because most have little to no native culture to speak off.
Arabs and asians and indians come from well established nations and cultures with their own movies, tv shows, languages, sports etc. They neither want not care about their ''''inclusion'''' in white peoples' culture except when it comes to positions of power and high income.
Meanwhile most of the black population in the west doesn't really have anything except trying to push their way into white people stuff.
Arabs/Asians etc also deliberately isolate themselves in cultural enclaves within their host nation, while when this happens with blacks its mostly just because they can't afford anywhere else. Any that are financially successful always move to white people areas.
If I were to summarise I would say
>the black population wants to become a completely integrated part of white society as it exists now (whether they actually deserve this or behave accordingly is another matter)
>the arab/asian populations are more of an 'invading force' which see themselves as little enclaves of their own nation/culture operating within white countries
