There is no way to make the maladjusted fans of this series happy because they all have their own little pet stories and factions and they will bitch when they aren't what gets adapted.

The best inquisitor stuff is in Gaunt's Ghosts. They're supposed to be antagonistic to literally everyone, totally untouchable 99% of the time and constantly running low on patience, sometimes hyper-capable and experienced to the point where they seem inhuman. I think the best way to "sell" 40k to the general public would be to make a 1:1 live action copy of the Astartes video.
It's the best cold opener to people who don't know anything about the 40k universe.
Just a 12min set piece with no dialogue, just visual storytelling and setting the tone of the world people are about to dive into.

That video was better than anything Games Workshop has ever made in terms of being able to appeal to people who don't know and/or care about 40k.

It's such a vast universe with different directions you could go with stories, but a 1:1 live action remake of Astartes would be the absolute perfect way to start it all off.

Warhammer 40k is a dead-end as a story vechile.
It suffers pretty much the same as H.P. Lovecraft, the world is just not interesting and no suprises left. Its highly formulaic with easily predictable predicaments.
My biggest problem with the setting is that its not so 'grim' or even 'dark'. There is no true evil in the hearts of men, and since every wrong is intolerated it makes the world sterile. It was all a chaos trick or corruption or whatever.

Have the Guard, Sisters, and Space Marines see each other through binoculars while coordinating across the battlefield. Make it feel like a war is going on with many moving parts. Making it about boring space politics using a pantheon of armored giants will not work. Women and low test men need to watch it too to keep the funding going.

That's exactly how the Interex describe Horus and the Great Crusade, they point out that his title is Warmaster and that they were entirely justified in being wary of them at the very least. But yeah this was before the HH started so Horus wasn't unstable yet, that happens later, when he starts to believe that his father, who he believes is the greatest person who ever lived, has abandoned him and is planning to dispose of him. The absurdity here is not an argument against, but for Primarchs and Space Marines being the central characters, in my eyes. You have iterators and remembrancers like Kyril Sinderman(Loken's mentor), Ignace Karkasy(the dissident poet that Loken protects) and Euphrati Keeler(the lady who records Loken's anecdotes), and they're all great characters that you'd obviously use fully. You even see the imperial cult take root on the vengeful spirit and they have a saint.
