Franklin Richards is basically a plot device who can do quite literally anything.
In this case, he's somehow determined (while still a fetus) by Galactus to be able to absorb or satiate the cosmic curse of hunger, so he wants him to do that, because Galactus hates his job that exists for reasons unknown.
It sounds like a net positive, but for the aforementioned ambiguous, cosmically-retarded reason of comic book logic, there has to be a Devourer. Why? Because reasons. So Franklin would serve as that, except not hungry, presumably, which kinda makes no sense because the only reason Galactus does what he does is because it physically hurts not to. So how he intended to groom/bait Franky boy into doing it is up in the air.

When Franklin was conceived, he became a conduit for cosmos energy (think Phoenix). He was chosen by the power. Thereby he can become a cosmic being (like Galactus). In Marvel lore beings like Galactus are just cosmic forces, they only appear as being because they choose to be perceived as such. They are requirements for the existence of reality, think of Galactus like a pressure valve or maybe the hole on the bottom of locks that prevent them from rusting.
