Scorpio was such a great character, he worked well on some many levels. I always love it when a villain's motive is *both* high minded and grand because they have a point (Scarran fucking shits are a threat that need to be brought to heel) and personal, vicious, and revenge driven (Scarren fucking shits need to die for what they did to my mother and me)
