The fanfiction writer was most likely trolling, they wrote Tom Bombadil instead of Tom Riddle. No emo chick in 2006 would know who that is and confuse the two

The premise of this character could still work. Vampires canonically exist in the HP universe and you also have characters like Hagrid who's half-giant. And there was an actual rock band that performed at Hogwarts in Goblet Of Fire (which likely inspired the writer to include different bands in her story)
So a tasteful adaptation could still be done
