It's all about the team you're surrounded with. Arnold came at the right time, when film budgets were ballooning and artistic visions were kept in check. Directors that cut their teeth on TV commercials were helming films. They didn't need, or want, an actor to carry the movie; they wanted a big meat stick who wouldn't be washed out in surrounding carnival of special effects. Much of that was fresh in the 80s, but today it's broadened into commonplace while the artistic visions have narrowed to a vanishing point. In short, the Rock is limited by the scripts on offer and the filmmakers that attach studio interest; same as Arnold, same as any actor.

It seems crazy to say it but Arnold has more range. Despite not being able to /act/ Arnie could modulate playing himself to fit action, comedy and mild drama. He also had enough distance to himself to be able to take roles like Junior.
The Rock, even when playing for β€œcomedy” wants to stick close to his persona of being some super hot suave guy. The joke in Jumanji is mostly exaggerating the caricature of himself he is.

Southland Tales is The Rock's only kino role, he does a great job playing a cowardly idiot actor. If he had stuck to better directors with better scripts he would have been fine, but he wanted to be a blockbuster action hero and he simply doesn't have that appeal and wants too much creative input, and he's just not very creative. He might be decent in that new Safdie movie though, I have hope for him still but he doesn't seem capable of being humbled to the point of understanding his utility as an actor.

It's not just that, though. Ryan Reynolds could pull off that acting. Heads of State was extra weird since they started out with the premise of one of them being an action hero president running on his image and the other one looking more like a politician but having an actual military record. Then they did absolutely nothing with that premise and had them be equally competent and cool under pressure. Why not have the actor freak out about being shot at with real bullets while the ex-military guy remains calm because he's been trained for that, but the actor is better at fighting or driving because he's taken a ton of stunt lessons over the years? Too much ego too early. Arnold's whole approach to acting was actually quite humble; he knew his limits and worked on them. Dwayne's am entertainer and he's always been great at working a crowd, but there's a difference between that and actually being a leading man. The trouble is that he came onto the screen already pretty popular, and only gained more and more control as his career went on, his ego swelled, and he never really improved his talents or creative instincts. I would say Conan is bit more rapey when he is younger, its pretty clear his intentions in Frost Giants Daughter for example. Arnold had iconic roles and was a cultural phenomenon. The Rock's biggest role was as The Rock in WWE which had a much smaller cultural impact than say, Terminator.
Rock is famous but he hasn't been in any memorable movies or played any iconic roles.
