Leto II's golden path, his tyranny, and reign was relatively peaceful. The whole point of his reign was to give the human race all the things it claimed to want. Peace, stability, safety, and he stuffs it down their throats with the heel of an iron boot. The point is, over generations and generations people build up a psychic reflex against anyone promising peace and stability at the price of their freedoms and being masters of their own fate.
Meanwhile Leto II has a breeding program where he tries to find an Atreides descendant that has myopic prescience, basically it would make them prescient enough to be invisible to other prescients, but not prescient enough to look into the future and lock humanity into a singlular vision like paul did.
This also forces the Tielaxu to figure out how to artificially produce melange, and the Ixians to develop technology to fold space without needing a navigator, as well as a mechanical way to shield against prescience.
The golden path is leto II pressuring the human race to produce someone capable of killing a god, and breaking them of the spice addiction/spice monopoly.
