In ESB, they used crude, industrial facility. That is why they needed to test it on Han first. They literally say it in the movie. It is not about the carbonite itself (Vader knew carbonite worked on people - this is how he came up with that plan in the first place, he had done it in the past), it is the facility itself that was in question.

Cloud City is the most kino location in all of Star Wars. Living there would be amazing. Beautiful views at all times. Flying cool jets everywhere. Sky diving and wind sailing. Very peaceful and decadent. Very low crime rate since everyone who comes in and out is controlled.
