Peter Jackson’s a moron. The Eye of Sauron is largely metaphorical. Sauron can gaze over countless fathoms if someone uses the ring but there’s no literal giant flaming eye at the top of Barad Dur.

It makes his ring seem more integral to his strength if he can't take form without it. Otherwise you would have to ask why he doesn't just march out again like he did in the prologue. It also seems harder to kill him if he has no body and makes destroying the ring more intuitive as a solution to the audience. Probably the best direction for an adaptation.

I remember one time I was riding home with a friend, and he put on the lotr audiobook for fellowship. His dad who was a sorta hippie type guitar player in the 70s was driving us, and one of the really gay songs came on, I think after the balrog part, and the guy starts singing it, ant it’s really corny as fuck. He perceives a giant flaming eye because that is the spiritual form Sauron manifests because he is a paranoid maniac by this point in time. Sauron actually sucks. He is a brilliant politician, artist, builder, intelligence agent and logistician. Those are his divine strengths according to his nature and alignment. He absolutely is terrible at fighting, strategy, and pretty much everything to do with conflict. He absolutely worshiped Melkor because the pair completed and complemented each other's strengths.

By this time in history, Sauron has been defeated and humiliated time and time again. If this was an RTS game, Sauron is an absolutely newb who has maxed out his unit count and economy but knows in his heart he cannot micromanage his units in combat worth shit and is terrified to engage in any conclusive battle, especially knowing his opponent has a decisive game-ending superweapon they captured from him. His spiritual being manifests as a giant eye to others because he is absolutely paranoid, consumed with inner turmoil and is trying desperately to see a path to victory or his potential defeat coming. It isn't an image of projected strength, but rather Sauron knows the Developer Himself, is fucking around with the game's code to ensure Sauron loses no matter what he does.

To me, the most disappointing part of the story are the other rings. The Elves just have theirs, can't wear them, but still have perfectly defended realms due to them. The Dwarven Kingdoms were destroyed by theirs and we don't get to see any of it. The nine Humans are also destroyed and not seen, then the Kings are just turned into lowly mooks? Sure they can't die, but they're also incompetent. Even 9v1 they get btfo'd easily. They should have wizardly powers rivaling Gandalf when all together and commanding hordes of undead creatures. Sauron could have spread them out to attack many parts of Middle Earth all at once and it would have made sense why no one could muster a large army to defend against him. They had to inflate the Witch King's powers in the final chapter to pretend he's any threat whatsoever
