I think the pedestrian term is being interpreted differently here, i use it as trivial, casual, well-known, which child abuse is but somehow americans like to play soft with it, there's a reason almost everywhere in the world some stranger who chats with kids and tries to lure them get scolded massively, even those who represent seemingly prestigious institutions
That's why there's always a grown-up with a kid in any formal conversation, and why this became a bit of a joke in recent years as parents sometimes accompany their sons to formal situations even up to their mid-20's. Americans have this culture of letting their sons fend for themselves since the teenage years, i know it's good to give leeway but this also needs good education at home, which they don't have

In westernized world you might say, it wasn't until the 90's because the adults in question got very irresponsible with the kids/partners they picked. Grooming is a trick word because it literally just means courtship but from an intellectual high ground, a kid or a teenager doesn't have the intelligence or experience of a 20-something dude but neither does a beautiful adult woman against an above-average male with good looks. Rape/forceful relation without pre-contract is another story, arabs still marry their teenage daughters to old dudes but under the premises of full emotional and economical support. If contract is publicly broken then it's hunting season.
