In the novel, he figures it out, writes down what he knows, wraps it and mails it to the only source of news one can trust, a right wing newsletter natch, then travels to Ozymandias's compound just to see if he can stop him. Doc Manhattan informs him that he refuses to stop him, Rorschach then demands that Doc Manhattan kills him. The novel is fucking amazing, I hated that shitty film.

It's meant to be an ambiguous ending, not a surefire thing. We don't know if that guy is gonna actually read the journal, he could reach for any of those other papers first and just use them. If he does read the journal we don't know if he's really gonna publish it, he might be too dumb to understand what it means and just put it back. Even if it does get published, this is an extremist right wing newpaper that's only read by chuds and hated or ignored by everyone else. Adrian could use his influence to discredit them, or pay them off to destroy the journal and publish a retraction saying they made it all up. OR the truth would actually come out properly. There's all kinds of ways this thing could go.
