The problem is that they think the reason why people started to like Anakin was just because of Clone Wars. And while that is true another aspect is that Anakin does have an interesting story, it was just poorly told during the prequels. And of course after he becomes Vader his story continues and expands.
Rey as a character has nothing going for her in that regard. Whatever backstory you could pull from is completely non-existent. She overcame literally every challenge ever thrown her way with little issue. And she sacrificed nothing to get there.
People mocked the "NOOOOOOOOOOOOO" scene in Revenge of the Sith for being incredibly goofy but the underlying feeling there is understandable. Darth Vader sacrificed everything to save Padme and in the end she died anyway and now he's trapped in mostly robotic body.
Compare that to Rey and the closest she comes to having anything like that happen to her is when she blows up the ship with Lightning. But instead of actually killing Chewie the story just goes "oh don't worry, that was a different ship", completely kneecapping that moment for any emotional value.
They treated Rey too perfectly. She is so completely without flaws that her story is BORING. Even when told perfectly the core story is one of someone getting everything she wants without any sort of complications.
Also wanna talk about boring, she doesn't even have any memorable lines or moments.
