What the hell are two glowniggers supposed to do about satan? The literal meaning of cases being assigned to "X-Files" was that they were deemed unsolvable and pointless. Mulder and Scully weren't expected to close them. The X-Files unit is essentially the FBI's containment board for Mulder, their resident hothead maverick and schizo. They sent Scully to deboonk him so they could close the project and get rid of Mulder for good but they actually started closing a few cases together so it had to be left open. But they weren't even expected to close a single one, so losing half the time is still a good win rate for them.
