How come Chinese films have almost zero pop culture impact outside of China itself, despite topping worldwide grosses for several years now, and there being a huge Chinese diaspora around much of the world?

They haven't even made a good movie since Hard Boiled in the 90s. They have "Designated Movie Viewing Time" when Chinese are allowed (forced desu) to stop working on iphones to watch a mandatory propaganda flick, then they have to go back to work doing the 6/12/30 plan.

The chinese as a whole really got together to see ne zha 2 multiple times just so it could get to be #1 and show that CHINA STRONG assuming the box office numbers are even legit

Think of it like this: There's millions of people worldwide who don't speak French or have any personal connection to French, but they've heard of Asterix or Amelie. There's millions of people worldwide who don't speak German but they're heard of Das Boot. And it's not even a Eurocentric thing, because how many people worldwide don't speak Japanese or Korean, but will be familiar with things from their pop culture?
Whereas things that grow absolutely massive in China have virtually no impact outside of China itself.

The simple answer as extolled by Professor Jiang of Predictive History is that ever since the British empire conquered the world and subsequently passed the torch to the US empire post WWII, the Anglo-American culture essentially defeated the German and Russian culture and took over the western world. Anglo-American culture is characterized by its utilitarianism and narrow-mindedness. There is a narrow scope of values that are deemed acceptable and so stories that violate that scope come off as unpalatable to people molded by Anglo-American values.
