This is like the Department of Education thing all over again. Almost all PBS stations are owned by various state agencies. Not by the federal government, by agencies of the individual states. CPB funded development of some of the programming showed on those stations but did not own the stations themselves. Those still exist. They can continue broadcasting educational programming.
Each state can decide for itself how it wants to fund their stations, as they always have. The only thing that changes is that CPB will no longer choose which shows get to be subsidized and thus cost less to purchase the broadcast rights for. States can buy programming from other vendors, as they have for decades. They can make their own programming, as they have for decades. They can license content from each other, as they have for decades.
It's interesting how those the most up in arms about CPB shutting down know nothing about how the public broadcasting system operates and who owns what.
