The ring, when used to become invisible, makes you visible in the spirit/wraith world. They would see you instantly. Why do you think frodo hides from the wraiths when he has the ring in his possession? According to you, he could just slip the ring on and take out all the wraiths. Or atleast not be hurt by them.

The difference is that Frodo didn't claim the ring - He simply put it on out of necessity to escape danger. If he put it on and claimed it's power, the Nazgul would have (at least temporarily) obeyed Frodo.
