Rewatching a few of the (actual) Star Trek shows at age 35-40 made me realize that the Federation is the villain in ~33% of the episodes. They meddle so much. In a real world sense, Gene Roddenberry had writing constraints that the crew could not quarrel amongst each other because humanity in the future are evolved and no longer subject to quarreling. This meant that the writers needed to often use the location as the enemy, which meant that in any given story, if you look at things from the perspective of the episode's bad guy/civilization/creature, you realize that the Federation are sometimes scary people who beam down, panic that things aren't they way they like things to be, and start shooting or reprogramming computers.
