i've just moved from a working class council estate where the building had been split into flats, and the "garden" was an overgrown mess where neighbours would dump their rubbish/old furniture.
landlords all blamed other or said we had to go the council, council said we had to talk to the landlords, paranoid schizo neighbour put a fucking padlock on the gate to the garden which 1. didn't stop people throwing stuff in there and 2. meant i couldn't top up my electricity meter.

i'm sure this shit exists in every country, point is, it was the Dursleys' home and it wasn't affecting others, i'm fine with the Dursleys.
