It's one of the better fleshed out serialised stories on TV. The issue is that it wasn't fully planned out ahead of time so a bunch of characters that had a lot of screen time early on just fade away. What's the story for the gay black cop? If you beat and bully a faggot instead of aiding him, he'll become a normal guy after a while? I'm not pro gay at all, it's just...that's it? Dutch WAS going somewhere with the serial killer, he fucking strangled a cat, it should've went down the path of a condemnation arc to the very end it cumulating in him becoming a serial killer himself or have arrested that development at some point and we see him struggle with his actions before coming out as a better person. Instead, he flips between friend and foe for Vic, and catches a serial killer early. It just feels so wasted. There's also the other characters that are given more screen time later on which just didn't get any lines early on so the betrayals just don't hurt as much as they could have. A bunch of stuff gets dropped as soon as the next season starts, Lem's ghetto spic gf disappeared. A bunch of other stuff just felt pointless, wtf was the point of the whole autism vaccine lawsuit bullshit beyond the initial issues it causes in the marriage and Vic coming clean to Shane since I guess having a retarded kid is embarrassing.
I could go on but at the very least it did do a lot of things most shows lack. Actions actually have consequences here, and they unfold in a chaotic but clear way. The parts I liked about the Sopranos, Game of Thrones, The Wire, Breaking Bad, etc are essentially this sort of plot progression.
