I feel like there are "sex positive" (for lack of a better word) women who enjoy being attractive and desirable. Not necessarily in some super-slutty way. But they are comfortable in their skin (both in revealing and in modest outfits) and even as they age, they have a positive, healthy look both at their past ("I was hot back then :)") and their present ("I guess I'm hot in a milfy way now :)".

Then there are "sex negative" women, who can be made to look sexy, with the right fashion and the right styling etc, and if they are not-awful actresses then they can "sell" the role decently well, but they're not actually comfortable with such vibes and it's not "their thing", and frankly often you can tell that this "hot sexy slutty chick" in this movie is largely fake. A lot of it has to do with upbringing, with retarded parenting that creates all kinds of messes in a child's head as they grow up, and other stuff like this.

The second kind of women end up regretting their sexy roles from their youth, sometimes publicly/vocally if there is something to gain from it. The first kind of women openly embrace their sexy roles and are often happy that there are some well-filmed "memories" of them being in their prime that other people found desirable.

It's not like Jill there is very canon overall, anyway. People (rightfully) praise Sienna for accidentally giving us a great Jill, but she's not exactly one of the previous game-canon Jills. She just made it work in a different way.

As for smoking itself, there was very very little taboo about smoking in films at that time. Like, yes, maybe good guys in a kid-friendly movie wouldn't smoke, but it was no big deal if a character smoked. The anti-tobacco campaigns really picked up only sometime around the late 00s, give or take, and probably depending on the country. Before that, it was one of the typical traits of a cool/badass character.

I think it's also possible that Paul W S Anderson might have a (slight) kink for smoking women, because Alice / Milla Jovovich is seen smoking, too.
