The movie cleverly (or not so cleverly) does a bait and switch.
Initially the tragedy seems community/school oriented, as if the cause of it can be traced to them. Some fault or sin of theirs.
But as the movie progresses we (the audience) slowly find out along with the protagonists that an evil moved into town.
This is very Stephen King coded. So basically it uses the motifs contemporary audience IS familiar with (like a school shooting) and merges that with a typical Stephen King story where some supernatural evil starts to ply its trade in a small community.

The extent of the thematics is the emotions we feel going through a tragic and unseeable loss, how we cope with it, blame others, look for answers. I think the movie stops mulling on those ideas once it firmly shifts that it's not an unknowable tragedy but an act performed by an evil witch with reasoning and intent just so there can be a catharsis particularly on Cregger's part. Yeah that was sorta my issue with the movie. Could've spent more time sending randos after investigators/teachers asking too many questions without revealing what is causing it. That would've built up tension and left you guessing what connects the two.
Unfortunately you're shown the parents in a trance WAY too early and they waste time with stupid cop/crackhead subplots instead of deepening the mystery.

When the witchcraft twist was revealed, I didn't really mind it, it's just that as usual, the most interesting bit of the movie is when you're still wondering what's going on.

The mystery not being solved because the investigators were incompetent and the townspeople uncaring was a big theme of the movie. That's also where some of the school shooting imagery is relevant, the kid is clearly fucked up but none of the systems in place actually work properly to notice and get him real help. The suburban social norms prevent anyone from doing anything or forming real connections that would have prevented it. The opening monologue is about how they covered everything up because they felt embarrassed.
