You really can't escalate things higher than that. And the executives definitely weren't going to stand by and say "yeah, lets take a few years off and brainstorm what our next moves are, how to establish a new generation taking up the mantle, and how to start weaving a new stage of the cinematic universe."
And yeah, they scrambled and cancelled the kang dynasty because of the kerfuffle with Majors, but if it had come out, what the fuck was it going to be? Falcon, Dr. Strange, the Marvels, and Ant Man?

It was a mistake for them to jump into the multiverse shit so quickly, plenty of other big capeshit arcs in marvel they could use before resorting to other universes.
That way they could have started building up a big incursion story line. A universe with reed richards contacts the MCU from a reality where the fantastic four were the first family, and mutants have been a visible hated and feared minority since the early 60's.
There's a big blowout where each side tries to save their reality over the other until eventually they realize there's no hope, and both earth's have been so destabilized the only way to salvage anything is to let them merge. Now you've got a soft reboot that can incorporate things you know while side stepping why thanos' snap somehow left 100% of the small european kingdom of Latveria's population untouched, or why the thing wasn't fucking shit up when the chitauri invaded new york, or why quicksilver and scarlet witch were seen as some super special side effect of proximity to the mind stone (I guess).
