While FF4 is not straight out flop, it's still doing less than what Disney/Marvel hoped for. They brought in Fantastic Four to rekindle the franchise, but it's merely doing okay.

So, while it's not a monetary flop, it's not the home run Disney expected. I suspect there's a lot of talk behind closed doors at the moment about what they want to do with Marvel. They went from doing billions of dollars a movie to 200-500 million a movie. It's not good enough for them, if the movies merely break even..

It's a flop in the sense that there's an opportunity cost present in producing a movie that barely breaks even when this NEEDED to be a smash run and return to form and follow up on the positive word of mouth of thunderbolts which itself was a genuine flop.
For better or worse there was surprisingly little interest in F4 despite a massive marketing budget and the critical and audience reception were much more middling
