There's so much bureaucracy within western society. To make a good movie requires a lot of people and a lot of other people's money. Scripts that start out good are edited or altered to death by studio executives or other writers, or other directors, or other producers because everyone needs to have a say in what's going on. The same thing happens to video games, and comic books. Too many cooks in the kitchen.

Most people who think they are talented aren't and most actually talented people do other things. Don't believe me go ask the kid who hangs out at guitar center all day to play you his song. It's gonna suck ass. Now go ask your neighbor who has his own business and recording studio in his basement but has never told anybody he even plays guitar. Shit will knock your socks off.
Guess which one thinks he should get a record deal? Writers, actors ext are the same unfortunately

You need filmmakers not just writers/directors/producers so getting the whole package is hard. I'm sure there are better screenwriters than Tarantino but they aren't as good at produicing, marketing, and putting the whole movie together.

it should take ten years of planning and theft of funds to build six miles of train tracks like it does here in the U.S.
But we shouldn't be like China and build entire cities in four years and have them crumble and collapse in three years.

Because good scripts aren't always filmmable or sellable. Plus plenty of screenwriters probably just never get it out to the right people.

Studios have an insane amount of amazing scripts, decades worth. They hold onto these tight and many never see the light of day because this intellectual property is worth billions probably.

There are probably scripts at these studios back from the 70s that are yet to come into fruition.

Michael Cimino started trying to get The Conquering Horse made in 1970 and the project finally got buried for good after Heaven's Gate...

I can't speak for scripts but I've written 4 novel manuscripts and two collections of short stories and not a single publisher in my country has been interested. Obviously I suck, that goes without saying, but the odds of ever getting anything picked up is nil.
