Your mentality is a self-fulfilling prophecy. There is literally a line in the show that "it's pretty dry out there" implying that there are periods where there is no meth on the streets because there is no mass manufacturing/distribution. That is how markets work. And if addicts cannot get harder drugs, they will settle for something less destructive like marijuana (again, as depicted in the show).

If no one builds the infrastructure to maintain supply lines, there is no product available on the market. If fewer people do it, there is less product on the market. If 2 manufacturers produce 100 lbs of meth per month, there is objectively more meth in existence than if only 1 manufacturer existed producing 50 lbs per month.
