I read some forums and they explain there is a difference between cyberbrains and braincases. A cyberbrain swaps organic parts for artificial ones, it can be just a few parts or the whole thing leaving not a single organic cell. Brain-cases are more like life support systems that keep the brain alive even without a body and can be installed in a new body. This is because Mamoru Oshii is a hack, and also American scriptwriters are also hacks. The source manga makes it clear that the cyberbrain is a full human brain in a jar that plugs into an artificial body. The (I think second edition?) release of the manga includes an interview with Masamune where he goes over this too.
