Jayne Westerling arc is dumb as shit and in TV format would require much more time to establish, and the end result you get nothing new to the world; the end result is basically "Tywin is a master manipulator and Robb is an idiot for stupid convoluted reasons."
The audience already knows Tywin is smart and dangerous from a few scenes and Charles Dance is straight up kino, so that aspect is not required.
An exotic attractive foreigner causing Robb to falter is a lot better for a show as it's a visual fucking medium and doesn't have to have monologues about character's stupid moralities. Her exoticism and foreign nature also provides free worldbuilding in that she introduces Volantis but also discusses the theme of social strife and slavery in her homelands, which is a theme Dany faces and will be facing, so it shores up more of the world in a quick way. This also shows her as a moral character beyond her physical attractiveness which would increase her appeal with the naive but moralistic Robb. The same exotic attractiveness that would be understanding to Robb's initial faltering for her also is very simply understanding to his Bannermen's disappointment and mistrust at the same time.
>tl;dr: Jayne Westerling and Robb affair in a TV show would've taken double the amount of screentime and provided less depth for a show than the Talisa and Robb affair could do.
