I think Prater is acting like this because his toys are vanishing.
Mia said she had been going there for four years.
Prater made it seem like he had been doing this killer get together for years.
It's probable that this group is definitely not the first group.
Prater would be scared of being found out. He even lost it a little bit when he found out that "Red" was missing from his apartment and likely thought he was missing too until he called Dexter.
He's obviously worried that someone has caught on to his get togethers and is knocking the killers off, and being the kind of person he is, Prater thinks HE is in danger of being killed or caught too.
I'm not saying he isn't in danger, I'm just saying that it seems to have flown right over his head that he's not the target.
Plus, if he really thinks Dexter is Red, then everything they found on the Dark Passenger as a killer in no way indicates that Red is capable of any of this.
Or, he does know who Dexter is, and is enjoying the different ways Dexter is knocking people off and is putting on a performance while making it as hard as possible for Dexter to get his next victim from the group to see how Dexter goes about it.
I'm going with Dexter letting Gemini know his brother is dead, causing him to freak out, and then Charley shoots Gemini. That would be impressive to Prater if he knows who Dexter really is. I mean, we've all seen how unstable and odd Gemini is, it would appear plausible.
