This was definitely a bit weird, but I think it makes sense in the perspective of Justine was not really an imminent threat, and if anything, taking heat away from Gladys. Taking a lock of her hair was like a bargaining chip to take care of her if she became too intrusive while also staying on the safe side of not killing her out in the open in front of her property.

She only really plays that chip after Justine sicks Marcus on her (who insists on having a face to face with the clearly mutilated and malnourished parents), which forces her hand in going scorched earth on both of them.

The police already had the ring footage. Brolin mentions that when he goes to get the second ring camera. The cops and feds searched Alex's house already and the witch cleaned everything in anticipation of the cops coming. We can infer that they searched the surrounding area because Brolin mentions that K-9 units were being used and the opening narration mentions how it was a large search that involved most of the town.
