Yes the first 2 seasons are amazing. It drops off after but still worth watching until Spacey leaves.

It's based on a British drama TV series (often considered one of the best TV series in history) which is based on a thriller novel which in turn is partly based on Richard III. It's not really political commentary in the same way that Shakespeare's main focus wasn't political commentary either, it's very unrealistic in that sense, but it is about Machiavellianism and ambition, the lust for power and its costs.

Season 4 is a return to form compared to 3. There are big impactful twists and turns, and it resolves important plot threads from the early seasons which had been skipped in 3 due to people being locked up.
Guess there's an issue if you watch it today of ISIS no longer being relevant, but still it's pretty good overall. It figured out that Frank trying and failing to get shit done wasn't compelling viewing and promptly course corrected
